We're well into 2008 and with the New Year comes new challenges, both taxing and exciting. On the Qualsa front we're proud to have launched a brand new division, which focuses on workplace wellness with health assessment and screening tests playing an integral role. In terms of other industry-related happenings we are thrilled to announce our third post-basic course in Health Technology Assessment at the University of Stellenbosch Business School. We also take a closer look at “Friends of GEMS” and invite you to participate in the integration of guidelines into disease management systems. We hope that you enjoy this year's first edition of Fasttrack and as always, we look forward to any comments or feedback.
Integration of updated guidelines into DISEASE RISK MANAGEMENT systems and other programmes.
One of Qualsa's philosophies is to work hand in hand with doctor groups and key players in the ongoing updating and integration of guidelines into disease risk management systems and other programmes.

In collaboration with national groups and representatives in the private and academic environments, Qualsa updates and integrates valuable and relevant guidelines into the development of specific programmes.
RECENT GUIDELINES INCLUDE UPDATES ON CARDIOVASCULAR DISEASE, RESPIRATORY DISEASE, DIABETES, PSYCHIATRIC DISEASE AND OBSTETRICS.

This is an ongoing process that will cover more areas of programmes being developed.

Health technology assessment: Post Basic Course at USB-ED
Qualsa is active in the planning and realisation of the third post-basic course in Health Technology Assessment at the University of Stellenbosch Business School (USB-Executive Develop­ment Ltd). This course caters for all types of role players in the health sector (management, financial, medical, pharmaceutical, hospital, etc.) and covers aspects such as an overview of the SA health system, a glossary for the subject, basic statistics, evidence-based medicine, pharmaco-economics, health technology assessment principles, evaluation of health technology assessments, pricing structures and principles of negotiation. Lecturers are experts in their subject areas and overseas expertise is also used.

The course is offered over two sessions of three to four days (May and August). It includes some internet-based interaction, lectures and bulletin boards and a final session for group presentations and graduation.

Clinical best practice: Objectives & Operational Values

Our Clinical Best Practice has an objective - excellent clinical governance. This has led to the establishment of an open and interactive structure, dealing with the application of clinical principles and the interactions with doctors and service providers.

Best Practice includes the application of robust processes of evidence-based approaches to diseases, procedures, tests, new equipment and drugs. It is widely known that differences of opinion exist amongst experts in these arenas and we are therefore open to discussions with doctors, dentists and service providers who have any concerns.

We take a non-confrontational, constructive approach to interactions and believe that clinicians in direct clinical interaction with the patient, together with our clinicians, who understand the specific patient's (beneficiary's) medical scheme and benefits, can reach an acceptable approach to the patient's health.

We are actively creating a web-based interface with patients and providers and invite inputs on our content.

Friends of GEMS (Government Employees Medical Scheme
Following a highly successful launch, "Friends of GEMS", South Africa's first voluntary provider registry accessible by text message (SMS), is about to be significantly expanded to all GEMS members.

The innovative "Friends of GEMS" programme was introduced to South African healthcare providers and GEMS members towards the end of 2007 and will now be available to beneficiaries across all five of GEMS benefit options from March 2008.

Commenting on the latest development Dr Eugene Watson, principal officer of GEMS, said: "During the launch phase the “Friends of GEMS” service was only available to members on the two network options, Sapphire and Beryl. The intention was to provide members of these options with quick and easy access to the contact details of the healthcare providers who form part of the Designated Service Provider network through which these members obtain their Scheme benefits. The demand subsequent
to launching "Friends of GEMS" has been considerable and we are pleased to an­nounce that all Scheme beneficiaries will be able to use this innovative service from March 2008".

The incremental implementation has enabled sufficient time to accommodate the ongoing registration by more and more providers. "We are inundated with applications from individual service providers and groups, wishing to register," says Dr Watson. "By the end of January we had 2 800 healthcare providers on the registry and by mid-February we had registered over 8 000 providers."

The "Friends of GEMS" service allows healthcare providers to list their contact details on a registry which over 600 000 GEMS beneficiaries have immediate access to via SMS. Providers commit to charging GEMS members the applicable scheme rate without
additional surcharges or levies.
"The most popular requests have been for GPs and dentists, followed by optometrists. We have also embarked on a large-scale awareness drive to encourage all members to actively use the service when looking for practitioners", concludes Watson.
